About Us

SMEMPCO began in 1993 as an initiative by Hon. Mayor Clarito A. Poblete to provide affordable credit services for municipal employees. Spearheaded by Municipal Agriculturist Rufina C. Batingal and Municipal Cooperative Development Officer Myrna R. Mararagan, SMEMPCO was officially registered in May 1993. Initially \focused on credit services, it has steadily expanded and professionalized its operations over the years, moving to its current office in 2008. To broaden its impact, SMEMPCO opened membership to the wider community in 2004. Today, with strong support from the Silang LGU and dedicated leadership, SMEMPCO continues to thrive, delivering meaningful programs and financial services to its growing membership.

SMEMPCO operates under a democratic governance model with a Board of Directors elected by the members. The organizational structure includes various departments such as Membership Services, Finance, Marketing, and Community Outreach, all working collaboratively to serve the needs of our members efficiently and effectively.

Silang Municipal Employees & Community Multi-Purpose Cooperative (SMEMPCO) is a duly registered cooperative under the Cooperative Development Authority (CDA) with Registration Number LGA-0929, granted on May 6, 1993. It operates in compliance with Republic Act No. 9520, also known as the Philippine Cooperative Code of 2008. SMEMPCO is legally recognized and accredited by the CDA, ensuring its legitimacy and accountability as a cooperative entity in the Philippines.
